Adopting a new Facilities service delivery model

Since 2009, the Facilities Zone Service Delivery Model has provided 15 hours of non-billable labour for small installations, connections, and upgrades in core academic and administrative spaces. Over time, increasing demand and rising costs have made this approach less sustainable, impacting our ability to maintain essential campus infrastructure efficiently. 

 

What’s changing? 

Starting April 1, Facilities will be transitioning to a more streamlined and sustainable service model: 

  • The 15-hour non-billable labour limit for customer-funded services will be discontinued. 
  • All requests for small installations, connections, and upgrades in core academic and administrative spaces will be billed for both labour and materials moving forward. 
  • Service requests already submitted (before March 3, 2025) that fall under the 15-hour threshold will be completed at no charge. 
  • Requests submitted between now and March 31 will be reviewed, and Facilities may reach out to discuss potential billing changes based on overall volume 

 

Why is this change happening? 

This update allows us to: 

  • Improve response times by eliminating the administrative delays tied to the 15-hour tracking process. 
  • Ensure long-term service reliability by focusing resources on core maintenance and operations. 
  • Create a more transparent and consistent service model, ensuring all customer-funded work is delivered efficiently. 

 

What remains the same? 

The process for requesting services will not change. Customers should continue submitting requests through Planon by entering the department worktag details or by calling the Facilities Service Centre at 604-822-2173. Facilities Managers remain available to provide support. 

 

All work previously performed under the zone model, as well as all operations and maintenance activities, will continue to be carried out by Facilities crews in accordance with collective agreements. This ensures that safety standards are met and hazards such as asbestos, lead, silica, and mold are properly mitigated before work begins.
