Development process overview

The process maps serve as a client-facing guidance and checklist tool for faculties, staff, project sponsors, and project teams involved in major capital projects over $10M and projects in the $5M–$10M range at UBC. They provide an overview of the project development process, including key phases, Executive and Board decision gates, required deliverables, consultation touchpoints, and approval requirements from early concept through project close-out.  The maps also identify the standardized templates and minimum information requirements needed at each stage to support consistent, transparent, and defensible decision-making across UBC’s capital project portfolio.

The process is designed to help project teams understand what information, planning, and engagement is needed at each stage before a project can move forward. As projects move through Executive and Board decision gates, core elements such as scope, budget, schedule, funding and financing, sustainability requirements, and risk management are progressively refined to ensure decsion-readiness. The document also includes consultation guidance, key stakeholder considerations, procurement-readiness requirements, and links to relevant UBC policies, standards, plans, and supporting resources.

Please review the development process for projects between $5-10 million dollars and projects over $10 million dollars.
